Daniel Andrews has apologised for failures in Victorias hotel quarantine program, blaming lack of time when the program was established in March for the errors and lack of oversight that led to Victorias second wave of Covid-19 cases.
The final report of the hotel quarantine inquiry, released on Monday, found the speed at which the program had to be set up meant proper risk assessments were not undertaken, paving the way for mistakes in infection control in hotels.
